Meeting December 27, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag, with all Trustees, the Fiscal Officer, Zoning Inspector and 6 members of the public present.</p>
<p>The public was reminded of the order of public participation as read by Chairman Claypool.</p>
<p>The minutes of the November meeting having been reviewed previously by the trustees were approved with no corrections so moved by Mrs. Ellinger and seconded by Mr. Wolfe.</p>
<p><strong>FIRE/EMS </strong></p>
<p>Mr. Curtis Golden reported on the progress of the Fire/EMS Department.  There will be a press release tomorrow with the Eagle Gazette.  There are seven participants in the Fire training class.  Mr. Golden expects to hear from the grants we have applied for by the first of the year.<br />
The new phone numbers for the department have been installed and are: 740-654-5615 Station and Fax 740-654-5463.  The public was reminded to call the Sheriff Department before you hold a controlled burn. The EMS billing contract has been signed.<br />
Mr. Golden asked for permission to purchase t-shirts for the department at a cost of $7.75 each with a limit of $500.00.  Trustee Stephen Wolfe so moved seconded by Trustee Ellinger, voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.<br />
Discussion was held on construction of a new Fire House.  The Crumley Road site was declined due to several reasons some of which were, the power lines would interfere with communications and the expense of renovations above the $285,000.00 asking price.<br />
Trustee Claypool reported on the cost to tap into the City of Lancaster’s Division of Water for the proposed location at 1175 Cincinnati Zanesville Road.  The tap fee is $2,033.00 and capacity Fee of $5,535.00 for a total of $7,568.00.  The Sewer tap fee of $50.00 with capacity fee of $7,266.50 for a total fee of $7,316.50.  The grand total of fees would be $14,884.50.</p>
<p>Mrs. Gail Ellinger motioned to hire Curtis Golden as Fire Chief and Fire Prevention Chief, with part time salary of $600.00 per month plus per run fees as scheduled, and the part time and volunteer Fire and EMS staff as per the list at the Fiscal Officer’s office effective January 1, 2012. Also to approve the pay scale for part time and volunteers as listed at the office of the Fiscal Officer. Seconded by Stephen Wolfe and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</p>
<p><strong>ZONING</strong></p>
<p>Inspector Gary Darling reported two permits issued: Jacob Westhoven 4050 Chillicothe Lancaster Road New Pole Barn $144.00 and Leon Hutsler 2765 Boving Road New Accessory Bldg. $50.00</p>
<p><strong>OLD BUSINESS</strong></p>
<ol>
<li>Stonewall Cemetery Road POWC Project: Gail Ellinger reported that she and Eric McCrady will get a report to the state after the New Year.</li>
<li>Crumley Road trash: The Sheriff office reported to Mrs. Ellinger that the foreclosure on this property was dismissed July 21<sup>st</sup> 2010 therefore it was decided to go ahead with the clean up and to assess the property taxes for the cost. So moved by Mrs. Ellinger seconded by Mr. Wolfe and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</li>
<li>Mrs. Ellinger reported Shelley Company has placed all the AC Bands on the joints that were paved this fall, trustee Ellinger will meet with Shelley in January regarding.</li>
<li>Mr. Claypool offered to contact Mr. Steve Eversole to obtain the specs for the Fire Department Building.  The Township has been waiting for this information for a couple of months now and would like to advertise for bids as soon as possible.</li>
<li>The 2011 Fire and EMS billing discrepancies will be addressed for all 4 quarters with a summary sent to Amanda Township after the trustees review.</li>
<li>Stonewall Cemetery/Stepath Mound and Meister Road )behind the prison) issues:<br />
Mrs. Gail Ellinger motioned for the new resolutions to vacate these roads as per the County Engineer’s request seconded by Mr. Stephen Wolfe, all trustees approved by aye vote.</li>
<li>Lighting for the maintenance building. The inside backside bank of lights will be left on for night time use for the fire department.  AEP is coming to give a quote on a security light for the back outside area. AEP estimated the monthly cost to the township would be $4.24. Mr. Stephen Wolfe so moved to approve the expenses seconded by Mrs. Gail Ellinger and vote by voice was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</li>
<li>The Press Release for the Fire and EMS Department will be at the township hall tomorrow at 9 AM.  All Trustees, Fiscal Officer and Department Personnel should be present.</li>
<li>Trustee Claypool attended the TID meeting and gave a report.</li>
</ol>
<p><strong>NEW BUSINESS</strong></p>
<p>Fiscal Officer Dianna Russell was elected secretary/treasurer and Gail Ellinger was elected Vice President of the Fairfield County Township Association at the December/Quarterly meeting. George Hallarn from Greenfield Township was elected President. All Trustees and Fiscal Officer attended this meeting.</p>
<p>The minutes of the October meeting have not been posted to the website due to a problem that Mr. Myers is working on.</p>
<p>Fiscal Officer Russell administered the oath of office to re-elected Trustee Gail V. Ellinger whose term in office begins January 1, 2012.  Mrs. Russell will take her oath from a Judge according to ORC and her term will begin April 1, 2012.</p>
<p>The Annual Winter Conference is set for February 8<sup>th</sup> to the 11<sup>th</sup>.  Mrs. Russell and Mrs. Ellinger will be attending.</p>
<p>Mrs. Gail Ellinger motioned to approve warrants, revised appropriations and or money transfers for the month of December, seconded by Mr. Stephen Wolfe, voice vote upon approval was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>

Meeting November 22, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag, with all Trustees, the Fiscal Officer, Zoning Inspector and 5 members of the public present.</p>
<p>Mr. Claypool read the rules for Public Participation as printed on the agenda.</p>
<p>The minutes of the October business meeting having been reviewed by the trustees prior to this meeting were approved as printed so moved by Trustee Gail Ellinger, seconded by Trustee Stephen Wolfe.  Vote upon adoption was unanimous.</p>
<p>PUBLIC PARTICIPATION</p>
<p>Mr. Paul Rhymer asked if the Trustees were going to make a public announcement of the Fire and EMS Department opening.  A discussion followed regarding news ad or mailing. Mrs. Ellinger stated we were hoping to release as a newspaper notice and/or Town Crier.</p>
<p>Mr. Rhymer asked if the board had considered any other locations for the building for the Fire Department.  Mr. Claypool stated he felt this is a good choice for the Township especially with its close proximity to the 33 By-pass.</p>
<p>FIRE/EMS</p>
<p>Curtis Golden reported he had obtained a 2004 Chevy pickup with 20,000 miles from the Forestry Service on permanent loan to the department at no cost except for liability insurance.  The vehicle will be used for general travel and as a brush truck.<br />
The Township well host a 36 hour firefighter class starting December 8<sup>th</sup>.  The cost will be $400.00 per person.  The student is to pay $200.00 when they sign up for the class if they sign up to volunteer for the township for 1 year. If they don’t finish or pass the class they must pay us the other $200.00.  <br />
Trustee Claypool recommended the full amount be collected with ½ refunded when the student passes/finishes the class.  A discussion followed it was decided to leave it as stated above.</p>
<p>Berne Township has offered the use of their old turn out gear for the new people.  F.O. will send their Chief a thank you note.</p>
<p>ZONING</p>
<p>Inspector Gary Darling reported:</p>
<p>Building permit  11-29 issued to Bart Poston  5440 Pleasant Valley Rd for a new pole barn. $181.00<br />
Permit 11-30 to Jan Klamar – 1600 Hamburg Rd 1 pole barn and 3 steel bldgs. Ag use<br />
The question arose as to what their intention was for three buildings on the same property. Is this going to be a business venture? The question was asked by Troy Shurtz and Dianna Russell. A discussion followed and the Zoning Inspector stated he would talk with the property owner and report back to the board.</p>
<p>Cyndi Fox reported that the Regional Planning Board meeting had been cancelled.<br />
Mrs. Gail Ellinger motioned to pay the new fee amount for membership to Regional Planning for 2012 seconded by Mr. Stephen Wolfe, motion passed with unanimous voice vote.</p>
<p>Mr. Stephen Wolfe motioned to give $1,000.00 to the County Transportation.  The motion was seconded by Mrs. Gail Ellinger and voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</p>
<p>Mr. Claypool was given a letter announcing the TID Board meeting to be held December 12<sup>th</sup>.</p>
<p>OLD BUSINESS</p>
<ol>
<li> Stonewall Cemetery Road Issue II Project:  There is a change order to be signed in the amount of -$3,000. Mrs. Gail Ellinger has not spoken to Eric McCrady on this change yet but will before she signs the order.</li>
<li>Crumley Road Trash Update:  Pending</li>
<li>Meister road Non-maintained status:  In hands of Engineer and Commissioners.</li>
<li>Shelley Company still needs to put the AC Bands on newly paved roads. Project is on hold due to the weather.</li>
<li>Meister Driveway culvert Ash Property:   Mr. Ash has been advised that they need to  install the driveway culvert. Mrs. Ellinger stated she had requested the Ash’s install their driveway culvert prior to any other work being done.  The Board agreed.</li>
<li>End of Year Meeting will be December 27<sup>th</sup> at 6 PM with the reorganizational meeting January 3<sup>rd</sup> at 9 AM. The Township will hold a bid opening January 3<sup>rd</sup> 2012 at 9:30 AM for the new Fire/EMS building to be constructed. Ad will be placed.</li>
<li>First Quarter Fire and EMS Bill Discrepancies:  Fiscal Officer and Trustee Gail Ellinger will review all three quarters of 2011 and report back to the trustee board prior to payment of any outstanding bills.</li>
<li>Stonewall Cemetery/Stepath Mound Resolution to Vacate:  Jeff Baird stated he would provide a description to be attached to the vacation petition. Fiscal Officer Russell stated she had received a letter from Janet Brown this date, requesting the Trustees vacate the section of Stonewall Cemetery/Stepath between her property and Stepath Mound.</li>
<li>Draper water situation Snoke Road:  Mr. Stephen Wolfe has explained to Mr. Draper that the only resolve would be for the Township to ditch the area as this issue was addressed during the Snoke Road OPC project a few years ago.  Mr. Draper stated he would rather drop the issue as the neighbors would not like the mess the ditching causes and he did not want his neighbors to be upset with him.</li>
</ol>
<p>NEW BUSINESS</p>
<ol>
<li>New EMS billing contract: Reviewed by the Prosecutor and will be forwarded on.</li>
<li>Phone and Fax line for Maintenance Building/Fire and EMS use: Fiscal Officer Russell Reported the lines have been ordered and installed.</li>
<li>Tom Muck electrical quote was discussed: Claypool Electric will give an estimate Nov. 28<sup>th</sup>.</li>
<li>Culvert at Backs Knob:  Trustee Claypool is working with Tooil’s  regarding replacement of a field entrance culvert.</li>
</ol>
<p>Mrs. Gail V. Ellinger motioned there being sufficient funds the warrants for the month be processed seconded by Mr. Stephen Wolfe and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</p>
<p>Mrs. Gail V. Ellinger motioned the Fiscal Officer have permission to transfer funds from Investment to Primary as needed, seconded by Mr. Stephen Wolfe, voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</p>

Meeting October 25, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag, with all Trustees, the Fiscal Officer, Zoning Inspector and 12 members of the public present.</p>
<p>Chairman Claypool read the rules for Public Participation as included on the Agenda.</p>
<p>The minutes of the September business meeting having been previously read by each trustee was motioned for approval with no changes, so moved by Trustee Wolfe and Seconded by Trustee Ellinger. Copies of the minutes were provided to the public in attendance.</p>
<p>Mr. Jim DeLuca from OTARMA was present to field questions regarding the township’s insurance renewal and addition of the Fire and EMS Liability for the Township.  He issued information packets to the Trustees, Fiscal Officer and Curtis Golden for the Fire/EMS Department.  Items of interest regarding our insurance policy with OTARMA:  The Township has $200,000.00 automatic Builders Risk coverage under the OTARMA Package and $20,000 Theft coverage. The Fire Truck is insured for Replacement value of $300,000. Inventory items under $3,500.00 in value lump together for insurance purposes.</p>
<p>Curtis Golden presented each Board Member with a typed Fire/EMS Department Report.<br />
A bill for the purchase of a Hurst Hydraulic Rescue Tool Pump and Combi-tool in the amount of $1,004.00 for which he paid out of pocket in order for the equipment to be shipped, and office supplies from Office Max $48.29. Mrs. Gail Ellinger motioned to approve reimbursement to Mr. Golden for this purchase seconded by Mr. Stephen Wolfe, voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.<br />
Items #3 thru 13 were also approved so moved by Gail V. Ellinger seconded by Stephen Wolfe<br />
and approved by voice vote: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried. List attached.</p>
<p>ZONING</p>
<p>Inspector Darling reported Permit 11-27 Mark Ross – 3431 Stepath Mound Ln. Pole Barn. Ag Use. And Permit 11-28  Barbara Nichols – 654 Hamburg Rd. Storage Bldg. $50.00. An application for a variance request will soon be submitted.</p>
<p>Mrs. Cyndi Fox reported on the Regional Planning Board Meeting.  Four Townships voted to approve the increase in per capita membership fee, with two townships voting against.</p>
<p>CORRESPONDENCE</p>
<p>Letter received from EPA regarding Bio solids Program and a request on Westfall Road and Belhorn Road. This property is not located within our Township.</p>
<p>Letter received from Reinhart Company to quote health insurance for the township.  The F.O. already advised them our renewal was in August.</p>
<p>OLD BUSINESS</p>
<ol>
<li> Stonewall Cemetery Road OPWC: Items still need to be completed this Project is still open.  Water is washing out the road at Walter Wolfingers property.  #4 stone will be placed.</li>
<li> Crumley Road property clean up:  F.O. Russell will check with the Sheriff on ownership of this property as the Auditor still shows it being owned by Scott Huston.</li>
<li>Stoney Hill Road Lane: Work is Complete.</li>
<li>Miester Road behind prison: in the hands of the County.</li>
<li>Shelley Company still needs to put the AC Bands on paved areas.</li>
<li>Ash Property 3585 Miester: Mr. Ash has been advised that he needs to install a driveway culvert.</li>
<li>Schedule bid opening for Fire Dept new construction: Spec. have not been firmed up bid opening on hold.</li>
<li>First Quarter Fire and EMS bill discrepancies.  Gail Ellinger and F.O. will get together to specify the questions the township has and F.O. will contact Amanda F.O. again.</li>
<li>Stonewall Cemetery/Stepath Mound to Vacate: Jeff Bair to provide the Township with a description to be attached to the vacation petition.</li>
</ol>
<p>10. Peg Gardner has agreed to install a new culvert at the end of her driveway.</p>
<p>NEW BUSINESS</p>
<ol>
<li> Township Hall Rental for 2012:  A discussion followed if to continue allowing the public to use the Hall or not since there will be construction equipment as well as the Fire and EMS traffic after January 1<sup>st</sup>.  Mr. Stephen Wolfe motioned to discontinue the practice of allowing the township residents as well as others from using/renting the Twp. Hall. Seconded by Gail V. Ellinger and all trustees approved unanimously.</li>
<li>EMS billing contract:  Curtis Golden will forward a copy of the contract to Prosecutor Dolin for review and comment before the contract is accepted.</li>
<li>An Estimate from Mid State Tire for the purchase of new tires for the dump truck in the amount of $1,926.00 was reviewed by the Trustees.  Purchase approval so moved by Stephen Wolfe seconded by Gail Ellinger and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</li>
<li>Jim Draper 1600 Snoke Road submitted a letter regarding the water run-off in his area as it effects his property.</li>
<li>County Engineer’s letter received regard circle driveway on Crumley Road.  A discussion followed.  Gail Ellinger will write a letter and copy to the property owner in support of the driveway.</li>
<li>Stephen Wolfe motioned to have the F.O. order two phone lines to be installed in the Maintenance Garage for the Fire/EMS Department, one line for phone and one for Fax, seconded by Gail Ellinger and voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</li>
<li>Gail Ellinger motioned a letter be drafted to non renew the Fire and EMS contracts with Amanda Township effective January 1, 2012. Seconded by Stephen Wolfe and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</li>
</ol>
<p>Gail Ellinger motioned to approve supplemental/permanent Appropriations, Investment Transfers and warrants for the month of October there being sufficient funds seconded by Stephen Wolfe and voice vote upon approval was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>

Special Meeting September 7, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag. Trustees Claypool and Ellinger were present, Trustee Wolfe was excused. The Fiscal Officer, Zoning Inspector and 2 members of the public were also present.</p>
<p>A review of the proposed changes to Hocking Township Zoning Resolution as presented to the Board from the Zoning Commission were reviewed as well as changes to the Zoning Map. These changes have already been reviewed by Fairfield County Regional Planning and approved.  A discussion followed including discussion on size and scale of other structures.</p>
<p>Mrs. Gail V. Ellinger motioned for Resolution 31-2011 to adopt the changes and the map effective this date, seconded by Mr. Tim Claypool and voice vote was: Ellinger – Yes, Claypool – Yes.</p>
<p>Mr. Mako representing Regional Planning stated he would supply the township with 8 ½ X 11 maps and a table of contents</p>

Special Meeting August 29, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag, with all Trustees, the Fiscal Officer, Zoning Inspector and 6 members of the public present.</p>
<p>Mrs. Gail V. Ellinger motioned for Resolution 28-2011, that Hocking Township purchase a 1993 Pearce Fire truck from Company Two Fire in the amount of $45,000.00 minus travel expense of $1,462.74 plus $10,000.00 for attached tools and hoses.  The vehicle having been inspected by Mr. Curtis Golden and Jonathon Grimmett on location in Michigan as directed from the Board of Trustees. Further that the vehicle be guaranteed for 6 months as agreed. Further that the Fiscal Officer move money as needed to meet the expense within the checking account. Mr. Stephen Wolfe seconded the motion and voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>
<p>Mrs. Gail V. Ellinger motioned for Resolution 29-2011 to reimburse Curtis Golden for travel expenses to Travis City, Michigan to inspect the 1993 Pearce Fire truck for himself and Mr. Grimmett and for the fiscal officer to create a purchase order for said expense of $1,462.74. Seconded by Mr. Stephen Wolfe and voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>
<p>Mrs. Gail V. Ellinger motioned for Resolution 30-2011 for the purchase of a new cardiac monitor from Zoll Medical Corporation as per their quote #95907 in the amount of $24,310.88. Quote attached to PO. Seconded by Mr. Stephen Wolfe and voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>
<p>Mr. Stephen Wolfe motioned for Resolution 31-2011 for assistance with Grant writing from Praetorian Group of San Francisco, California in the amount of $850.00 to be invoiced seconded by Mrs. Gail V. Ellinger and voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>
<p>A discussion followed on the insurance for the vehicle. Mr. Tim Claypool motioned to insurance for replacement value of $300,000.00 seconded by Mrs. Gail V. Ellinger vote upon adoption was unanimous.</p>
<p>The next meeting of Hocking Township Board of Trustees will be rescheduled from September 26<sup>th</sup> to September 19<sup>th</sup> at 6:30 PM with the Quarterly Zoning Board meeting at 8 PM since Trustee Claypool will be out of town on the 26<sup>th</sup>.</p>
<p>There being no further business to discuss Mrs. Gail V. Ellinger motioned to adjourn.</p>

August 23, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag.  All Trustees, the Fiscal Officer, Zoning Inspector and 16 members of the public were present.</p>
<p>Mr. Claypool read the rules for public participation as printed on the Agenda. Copies of the previous Trustee Board minutes and agenda’s were made available to the public.</p>
<p>The minutes of the July meeting having already been read by the Board were approved so motioned by Mrs. Gail V. Ellinger seconded by Mr. Stephen Wolfe and voice vote was unanimous.</p>
<p>Carrie Woody from Lancaster Public Transit took the floor to discuss Hocking Township’s involvement in the transit program and figures reflecting the public’s usage were shared.  The Transit authority currently employs 32 people with 15 vehicles.  They have 4 additional vehicles on order at this time and hope to employ 5 more part time personnel.  The Trustees said they would discuss further the township’s involvement and pass a motion later in the meeting.</p>
<p>Mr. Jeremiah Upp candidate for the position of County Engineer took the floor to introduce himself and his reasons for seeking the Republican Party appointment to this position.  This office will be vacated by the current engineer in January 2012.</p>
<p>Debbie Hamric from Kingston Bank was in attendance to obtain trustee signatures on legal documents to open the new Money Market Fund with their bank.  Also Public Money depository agreement was issued per the Fiscal Officer request.</p>
<p>Mr. Tim Claypool advised he has asked Kingston Bank for a rate to borrow $200,000.00 for 10 years for the expansion of the township’s new Fire and EMS facility.  The rate quoted is 3.3%. The fiscal officer will also obtain quotes.</p>
<p>Mr. Troy Brumfield Amanda Township Fire Chief and Hocking Township Resident took the floor to discuss the township’s new Fire and EMS venture. He stated his comments were to be taken as a resident not Amanda Fire Chief. He was concerned that the new department would increase insurance rates and a discussion followed concerning this. He also stated he felt that safety is the number one factor to be considered and that due to the inexperience the township currently has he would recommend that we start with the EMS side first and work up to Fire. He did not see the need for Fire services at this time.<br />
          Trustee Claypool stated that the rate increase received from Amanda Township for their service contracts this year has prompted Hocking Township to consider this option.  He further stated he would like this to be a win, win situation for both townships, that we could compliment each other’s services. He would like more communication between the townships and work together not try to tear down each entity.</p>
<p>Mr. and Mrs. Donny Pettis who volunteer for Amanda Township but live in Hocking Township both voiced their concerns over starting a Fire Service and safety.  Mrs. Pettis stated she would like to volunteer for Hocking Township also.</p>
<p>Mr. Troy Shurtz stated he liked the idea of better response time which our own township should be able to provide.</p>
<p>Mrs. Gail V. Ellinger stated that Curtis Golden has headed up the township’s committee thus far in locating possible equipment to purchase, and every aspect from obtaining the State license numbers to working with the Sheriff Office 911 call center to applications for employment and much more.  She stated he should be applauded for the work he has done together with Jonathon Grimmett and a couple other volunteers thus far. He has a budget plan ready and has discussed this with the Fiscal Officer Dianna Russell for 2012.</p>
<p>Mr. Paul Eich of Delmont road asked if this would raise his property taxes.  This prompted a discussion on the current levy, how much it generates and how much Amanda Township was charging for the current services they provide in addition to the charges they pass on to the consumer.</p>
<p>ZONING</p>
<p>Inspector Gary Darling reported:</p>
<p>Two zoning Permits have been issued: 1 to Don Gardner for a pole structure for Ag use no charge and 2. To Precision Boring a Pole Barn for storage for that business $561.60.</p>
<p>He received one complaint from the neighbor of the House of Blessings of which they share a driveway.  After investigation it was decided this would be a civil matter between the two neighbors.<br />
 Forms are not down loadable from the web site.  Fiscal Officer Russell will check into the situation with the web master.</p>
<p>The Zoning Commission has placed revisions to the zoning regulations in the hands of the Board.  A legal open hearing was set for September 7<sup>th</sup> at 7 PM</p>
<p>The Quarterly Trustee and Zoning Boards meeting was scheduled for September 12th at 7 PM. Fiscal Officer Russell will advertise both meetings.</p>
<p>Cyndi Fox reported on the County RPC meeting she attended.  The Board approved Hocking Township’s proposed zoning resolution changes which have been passed on to the Trustees as stated above.  Federal Flood maps should be ready for viewing January 6, 2012.</p>
<p>CORRESPONDENCE FROM THE F.O.</p>
<p>A Resolution to move $20,000.00 from Fairfield Federal Money Market Investment account to the Fire Fund to meet current expenses, was motioned by Mrs. Gail V. Ellinger and seconded by Mr. Stephen Wolfe and voice vote upon adoption was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>
<p>Mrs. Gail V. Ellinger motioned to approve the amounts and rates as determined by the Fairfield County Budget Commission and authorizing the necessary tax levies and certifying them to the county auditor and to return the signed sample resolution provided by the auditor’s office, seconded by Mr. Stephen Wolfe upon voice vote of: Wolfe – Yes, Ellinger – Yes, Claypool – Yes,.</p>
<p>CORRESPONDENCE FROM THE FISCAL OFFICER</p>
<p>Mrs. Gail Ellinger motioned the Fiscal Officer be allowed to move $20,000.00 from Fairfield Federal Investment from Fund 2191 to checking to meet current expenses, seconded by Mr. Stephen Wolfe and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried. Resolution 25-2011</p>
<p>Mrs. Gail V. Ellinger motioned Resolution 26-2011, to approve the Budget for 2012, as received from the Auditor’s Office, seconded by Mr. Stephen Wolfe and voice vote upon approval was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes,.</p>
<p>OLD BUSINESS</p>
<ol>
<li>Stonewall Cemetery Rod OPWC Project – walk through was conducted on June 29<sup>th</sup> and a punch list was made for Darby Creek.  Several items still need to be completed. No payments will be approved until work is done.</li>
<li>Meister Road Junk Vehicles and Crumley Road nuisance properties: A.J. Sanitation will provide estimates for cleanup of these two properties before the township will enact HB 393.</li>
<li>Stoney Hill Road Lane: Estimate of approximately $5,100.00 was received from Rickets Excavating Company to grade the lane to make it passable.  Mr. Claypool will handle this project.  Mr. Claypool stated that before any work is to begin that the County Engineer’s Office locate the center of the road.  Fiscal Officer Russell stated she had a discussion with adjoining property owner Roger Ross who would like to be kept informed of the situation and proposed work on this road.</li>
<li>Meister Road Non-maintained status: Resolution has been sent to Jeff Baird at the Engineer’s office.  Issue is pending.</li>
<li>Paving for 2011: Scheduled for end of September.</li>
<li> Soil and Water Issues:  a. Mrs. Peg Gardner’s driveway: Soil and Water have given Ms. Gardner a plan to help stop the erosion and silt that has been coming down her drive and onto the road. She is in the process or making corrections. The Township has ditched the area as advised; the driveway culvert will need replaced as it is packed.</li>
</ol>
<p>b. Ash property 3585 Meister Road: Soil and Water have reviewed this and a copy of their recommendations is in the trustees packets.  A discussion followed and Mr. Bigham will be contacted for estimate.</p>
<p>NEW BUSINESS</p>
<p>New Building construction to house Fire and EMS: A suggestion from contractor Steve Eversole was that the cost to renovate the current Maintenance Barn to house the equipment would be about 2/3rds the cost of a new building. A discussion followed. It was suggested that spec’s for a new 80X48 building should be obtained.</p>
<p>A discussion followed regarding the proposed Fire and EMS building.  Mr. Claypool reported he has spoken with Mike Nixon from the city and it was suggested we put in a 1” water line or a 6” and hydrant. The city has no problem with the township using a hydrant anyplace in the city during an emergency situation but would prefer we have our own hook up near the building.<br />
Some negativity from residents of the township who volunteer with Amanda Fire was received and advice given. Trustee Stephen Wolfe suggested the township continue on with the EMS and Fire Rescue service due to the increased cost from Amanda Fire on the contract fee and run fees.</p>
<p>Mrs. Gail V. Ellinger motioned for Resolution 27-2011:  That the Township revise specs and bid the cost of a new building to be located on site at 1175 Cincinnati Zanesville Road and further that the bid include building to code. Seconded by Mr. Stephen Wolfe and voice vote upon approval was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>
<p>Capital One bid to resurface the township hall floors to include stripping, cleaning and placing 4 coats of wax at the cost of $350.00 was reviewed.  A discussion followed and Trustee Ellinger stated she would check around for options.</p>
<p>Mr. Stephen Wolfe motioned to approve warrants there being sufficient funds, seconded by Mr. Tim Claypool and voice vote upon approval was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>

Meeting July 26, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag, with all Trustees, the Fiscal Officer, Zoning Inspector and 5 members of the public present.</p>
<p>Rules for Public Participation were announced by Mr. Claypool and also printed on the Agenda’s provided for each participant.</p>
<p>The minutes of the June 28<sup>th</sup> meeting having been read by each Trustee individually and with draft copied provided for the public, were approved as written so moved by Stephen Wolfe seconded by Gail V. Ellinger and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</p>
<p>ZONING</p>
<p>Inspector Gary Darling reported:  Fence dispute resolved. Quarter permits read.</p>
<p>OLD BUSINESS</p>
<ol>
<li>OPWC Stonewall Cemetery Road Project:  Walk through was conducted June 29<sup>th</sup> and punch list created with several items to  be addressed by Darby Creek</li>
<li>Miester Road Junk Vehicle: Jason Dolin e-mailed Trustee Ellinger stating the County Prosecutor’s Investigator, Jim Burns, made contact with Mr. McDonald and vehicles have been removed, camper, boat and other items still remain. House Bill 393 was discussed as it would pertain to this incident. </li>
<li>Stoney Hill Road Lanc.: Judge Martin ruled the County Engineer’s opinion that non-maintained status would adversely affect the flow of traffic was valid. A discussion followed in regard to the letter received from our attorney Jeff Stankunas and his recommendations. Trustee Claypool stated he would take on this project and that he and Trustee Wolfe would meet Thursday at 7 AM regarding a plan of action. Copy of Count Ruling can be obtained from the Fiscal Officer.</li>
<li>Revised Resolution 15-2011 to 15-2011b  to place a section of Meister Road on non-maintained status was received from the County Engineer’s office, reviewed and approved by the Trustees. So moved by Stephen Wolfe seconded by Gail Ellinger and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</li>
<li>2011 Road Maintenance estimate sheets were faxed to Trustee Ellinger, by The Shelly Company. A discussion followed.  Mrs. Gail Ellinger motioned to approve the amended estimate to apply asphalt to the following roads: Mt. Zion (Crumley to SR 188), Westfall (Shaw to Delmont), Boyce and Jacob Ladder, Boyce/Jacob Ladder Park Area, Jacobs Ladder (Christmas Rock to End), and for the fiscal officer to create a purchase order for $160,000.00 for the work, seconded by Stephen Wolfe and voice vote upon approval was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</li>
<li>Soil and Water Issues: Trustee Gail Ellinger reported.<br />
a. Peg Gardner property:  Gretchen Wright of Wright Landscaping is doing the driveway water conservation and culvert replacement for Mrs. Gardner.  The township has ditched the area that Soil and Water advised.<br />
b. Ash Property 2585 Meister Rd.:  Trustees reviewed the letter received from Soil and Water regarding their recommendations on this matter.  Trustee Gail Ellinger will take care of putting a hicenbottom at the south end of the road culvert for drainage.</li>
</ol>
<p>NEW BUSINESS</p>
<ol>
<li>Budget hearing with the County Budget Committee is scheduled for August 1<sup>st</sup> at 9:50 AM.</li>
<li>Mrs. Gail Ellinger motioned that the Board request the County Engineer take payment for their share of the Meister Road Rain Water wash out repair from the County Safety Fund and issue the township a new purchase order for the balance remaining which would be $2,620.93 and that the Township designate this balance be used toward the upgrading of the township signs for reflectivity compliance standards. Seconded by Mr. Stephen Wolfe and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</li>
<li>Mrs. Gail Ellinger motioned that property owned by McDonalds at 1763 Meister Road and Huston property at 5635 Crumley Road be declared nuisances’ and that HB393 be set into action, seconded by Stephen Wolfe. Motion carried by unanimous vote.  Trustee Claypool asked Trustee Ellinger to handle this.</li>
</ol>
<p>Mrs. Gail Ellinger motioned that the warrants for the month be approved seconded by Mr. Stephen Wolfe and voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</p>
<p>Mr. Claypool motioned there being no further business to discuss the meeting adjourn.</p>
<p>Mr. Claypool motioned to bring the meeting back to order, seconded by Mr. Wolfe.</p>
<p>Mr. Wolfe motioned to obtain bids for renovations to the Maintenance building to house the future EMS facility to include Rest Room, shower, office, fire code compliance, a coded locking system for the building or possibly construct a new building at the far East section of the Township property,  Seconded by Mr. Claypool.  Voice vote upon adoption was Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried.</p>
<p>Mr. Claypool motioned to adjourn.</p>

<p>Meeting June 28, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag.  All Trustees, Fiscal Officer, Zoning Inspector and 7 members of the public were present.<br />
Mr. Claypool turned the meeting over to Mr. Phil Crist and Mr. Stan Wilson to speak about the Fairfield County Parks Levy.  The levy will be on the November ballot for the 11th and final time.  If the 4 Mil levy does not pass the parks will be sold.  The 4 Mil levy would cost the average $100,000.00 home owner $12.25 per year.<br />
Mr. Stephen Wolfe motioned for a resolution of support for this levy seconded by Mrs. Gail Ellinger. Voice vote was: Wolfe &#8211; Yes, Ellinger &#8211; Yes, Claypool &#8211; Yes, motion carried.<br />
The minutes of the May 2011 meeting having been previously read by each trustee individually, was approved so moved by Mrs. Gail Ellinger and seconded by Mr. Stephen Wolfe. Vote was unanimous.<br />
PUBLIC PARTICIPATION<br />
Mr. Claypool opened the meeting to the Public.<br />
Mr. John Rogers &#8211; 4930 Jacobs Ladder Road asked about mulch dumped by the neighbor&#8217;s driveway. Mrs. Ellinger informed him that Mr. Arbaugh did not dump the mulch there.  Mr. Rogers then stated he had concerns about tree branches scratching vehicles along the Park on Boice Road and asked the trustees to again study the tree site distance at Hopewell and Boice Roads.  He feels the tree trunks are blocking the site and safety. Also the turnaround at the end of Jacobs Ladder; he has been parking 2 of his vehicles on the road right of way which makes it difficult for our equipment to plow snow or work on the road.  Trustee Wolfe stated he has viewed the tree situation at Boice and Hopewell .  He did not notice a problem with the line of site. Mrs. Ellinger stated she would look into these issues for him.<br />
ZONING<br />
Mr. Gary Darling reported: 1.  3 Permits sold in June.<br />
2.  He has been contacted by SCI concerning wind tower generators in the township and if there are any regulations concerning these.  He informed them that there are no regulations at this time but that HTZR were being reviewed and revised to include regulations in the near future. Mr. Darling stated he would give him a copy of the new regulations when approved for his future reference.  3.  Starlite has been sold and he will be watching to see what updates the new owners will bring to the property.  The trash and weeds are of concern. </p>
<p>CORRESPONDENCE<br />
AT&amp;T has contacted the board to inquire if the township wishes to mandate a charge for communication such as cable TV and internet service for the township as they are going to offer these services soon.  A discussion followed and the Board decided they do not wish to charge the public a fee for these services.<br />
OLD BUSINESS<br />
1.  Stonewall Cemetery OPWC Project: The walk through is scheduled for Wed. at 8:30 AM with Darby Creek, Eric McCrady of the County Engineer&#8217;s Office and the Trustees..<br />
2. Meister Road Junk Veh: Jason Dolin e-mailed trustee Ellinger stating that the  County Prosecutor&#8217;s Investigator, Jim Burns, has made contact with Mr. McDonald the property owner who apparently has started to remove some of the junk on the property. The Prosecutor gave him an additional 30 days. The vehicles have been removed and it is now a trash and weed issue.<br />
3. The Trustees met with Prosecutor Jason Dolin June 13th and were advised to contact State of Ohio EMS for advice on getting a number and getting started with plans for the EMS Services for Hocking Township.  Mrs. Ellinger has contacted Sue Morris at Ohio EMS regarding this. <br />
4. The Stoney Hill Road court case is still pending. <br />
5. Meister Road:  The resolution for non-maintained status of Meister  Road has been sent to Jeff Baird at the Engineer&#8217;s office.<br />
6. Knox Acres: Soil Conservation meeting to be set by Jeff Baird and to include Tim Claypool as Hocking Township&#8217;s representative.  This to discuss a solution for the water problem in the area at the end of Barr Drive.<br />
NEW BUSINESS</p>

<p>A.  Peg Gardner&#8217;s driveway Westfall Road:  Soil and water have given Ms. Gardner a plan to help stop the erosion and silt that has been coming down her drive and onto the road.  Mrs. Ellinger stated the township has ditched the area as advised by Soil and Water. Also she stated the culvert will need replaced as it is packed full.  Ms. Gardner stated she would be proceeding on her work in the next two weeks.<br />
B.  Ash Property 3585 Meister Road: Soil and Water has reviewed this property and their letter of proposals is in the trustees&#8217; packets.<br />
C.  Smith property Country Club Road:  Mrs. Ellinger has met with the Smith&#8217;s and Jonathon Ferbrache from Soil and Water.  They are advising leaving the culvert area alone, due to the fact that so much water flows to this area.  The grass is well established and trying to seed anything else would be tricky trying to get it established due to the high volume of water flow.  Mrs. Ellinger spoke to the Smith&#8217;s about this and they are fine with the recommendation in the matter.</p>
<p>2. Roads to be paved in 2011:<br />
A discussion on this issue followed with the following roads suggested for paving: South side of Country Club, Jacobs Ladder off Christmas Rock, Meister Road, Westfall Road ( a portion) Shaw Road to Delmont possibly. Mrs. Ellinger suggested a sealer for cracks be tested on Shaw Road.  Mr. Stephen Wolfe motioned to request a worksheet of costs for these roads from the bid accepted from The Shelly Company. The motion was seconded by Mrs. Gail V. Ellinger voice vote upon adoption was: Wolfe &#8211; Yes, Ellinger &#8211; Yes, Claypool &#8211; Yes, motion carried.<br />
3.  Township  Budget Hearing was set for July 14th at 7 PM and then cleaning for the County Meeting to be held at the Township Hall July 16th at 6 PM.<br />
4. Towne Crier report:  Our articles have not been making the paper.  Mrs. Ellinger shared e-mails she has received by the publisher concerning the lack of space to place these items.<br />
5. Meister Road Wash Out:  A large wash out was discovered between Hopewell and Oil Mill Roads, due to the recent heavy rain storm. Mrs. Ellinger has contacted the County Engineer for advice on this and they stated the cost would be about $10,000 to $12,000.<br />
Mr. Claypool stated Ricketts excavating has broken concrete which could possibly be used for fill. Mrs. Ellinger stated she would check to see if the material at Rickets will work.  A discussion followed.  Mrs. Gail Ellinger motioned for a resolution to have the Fairfield County Engineer&#8217;s office help the township with this issue seconded by Mr. Stephen Wolfe.  Voice vote was Wolfe &#8211; Yes, Ellinger &#8211; Yes, Claypool &#8211; Yes, motion carried.<br />
6. Trustee Tim Claypool stated there is a water problem on Sifford Lane which could be resolved by placement of a 4-6&#8243; tile and catch basin within the road right of way.  He offered the use of his back hoe for the project since it is in the area.<br />
7. Fiscal Officer Dianna Russell suggested the Board move money out of the Star Ohio fund which is only paying 0.02% interest.  Mr. Tim Claypool motioned the balance of the Star Ohio account be moved to Kingston Bank who Fiscal Officer Russell stated would pay us 0.50% variable. Mr. Stephen Wolfe seconded the motion and voice vote was: Wolfe &#8211; Yes, Ellinger &#8211; Yes, Claypool &#8211; Yes, motion carried.</p>
<p>Mr. Troy Shurtz asked if the township calendar could be updated with meeting information.<br />
There being no further business to discuss Mr. Wolfe motioned to adjourn seconded by Mrs. Ellinger.</p>

Meeting May 24, 2011</p>
<p>Mr. Tim Claypool opened the meeting with the pledge to the flag, with all Trustees, the Fiscal Officer, Zoning Inspector and 3 members of the public present.</p>
<p>Mr. Stephen Wolfe motioned to approve the minutes as reviewed previously by the Board seconded by Mrs. Gail V. Ellinger and voice vote was unanimous.</p>
<p>Zoning</p>
<p>Mr. Darling reported: 1. He issued one permit to David Strittmatter – 5148 Lancaster Circleville Road for a New Accessory Bldg. for Ag use No charge.<br />
                             2. Star-Lite Property on Hamburg Road has been checked 3 times and is being<br />
                                 worked on slowly.<br />
                             3. 1553 Hamburg Rd: Mr. Stephen Wolfe complained about open trash<br />
                                bags laying in the yard for a long time.  Mr. Darling will check.</p>
<p>Old Business</p>
<ol>
<li>Stonewall Cemetery Road OPWC Project: Trustee Ellinger will set up another walk through with the Contractor and the County soon. She stated there are still several items in question.</li>
<li>Meister Road Junk Vehicle:  Jason Dolin e-mailed Trustee Ellinger stating the County Prosecutor’s Investigator, Jim Burns, has made contact with Mr. McDonald, who apparently has started to remove some of the junk on his property. Mr. McDonald said he needs 30 days, they decided to give him the 30 days.  Mr. Burns is going to monitor the situation and advise the township.</li>
<li>EMS Change of Information form and request for a number: Fiscal Officer Russell has been in contact with Assistant Prosecutor Jason Dolin regarding advising the Board on OCR procedures to start this project. She has set up a meeting with Mr. Dolin and the Trustees for June 13<sup>th</sup> at 9 AM at the Prosecuting Attorney’s Office.</li>
<li>Stoney Hill Road Lane Issue:  Still in litigation. An order setting this case for decision to be rendered on June 10<sup>th</sup> at 4 PM has been set, in name only, which means that neither parties nor the Court actually do anything on this date, instead it sets a target date in which the Count will try to issue it’s decision.</li>
<li>Meister Road-Non Maintained Status Resolution:  This resolution has been forwarded to Jeff Baird at the Engineer’s office.  They will proceed and advise.</li>
</ol>
<p>New Business</p>

<li>Soil and Water issues:<br />
A.  Jason Ash on Meister Road,  Drainage problem:  Trustee Ellinger stated Jonathan Ferbrache says possibly the farmers tile has added to this problem.  Trustee Claypool stated he does not think the farm tile has anything to do with this.  Trustee Ellinger stated she would check the minutes back approx. 7 years ago to research if the Board of Trustees had anything to do with changing this tile back then.</li>
</ol>
<p>B. Dixie and Frank Smith, Country Club Rd:  would like advice from Soil and Water on proper plantings along a major water collection area in the ditch in front of their house. Trustee Ellinger met with the Smith’s and will have Mr. Ferbrache check with them.<br />
C. Peg Gardner driveway: Trustee Ellinger met with Mr. Ferbrache on this issue and he gave Mrs. Gardner a plan to help stop the erosion and silt that has been coming down her drive and onto the road.  The township has ditched the area that Soil and Water advised us to do.  The driveway culvert will need replaced as it is packed full.</p>

<li> Salt Contract : Trustee Wolfe motioned the board complete the application for this contract with the tonnage the same as last year at 450 ton, seconded by Trustee Ellinger.  Voice vote was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes, motion carried. Trustee Ellinger will submit the contract application by the 27<sup>th</sup> deadline.</li>
<li>New Employee for Township Road:  Mr. Dan Hyde has been hired as the new road worker at a starting wage of $15.50 per hour. He is on a 90 day trial period and will begin his duties May 31<sup>st</sup>.  Welcome Dan.</li>
</ol>
<p>Trustee Ellinger motioned to approve warrants for May as there are sufficient funds to do so, seconded by Trustee Wolfe and voice vote upon approval was: Wolfe – Yes, Ellinger – Yes, Claypool – Yes.</p>
<p>Mrs. Gail Ellinger motioned for an executive session to discuss records that are confidential by law, seconded by Stephen Wolfe.<br />
Trustee Claypool motioned to return to regular session there being no official business transacted during the executive session. Trustee Wolfe seconded the motion. All were in favor.</p>
<p>There being no further business to discuss Trustee Wolfe motioned to adjourn.</p>

Special Meeting March 22, 2011</p>
<p>Meister Road Non-Maintenance Status</p>
<p>Mrs. Gail V. Ellinger opened this meeting in Chairman Tim Claypool’s absence.</p>
<p>The meeting having been advertised and adjoining property owners notified in advance by certified mail, the floor was opened to the public for discussion.</p>
<p>Trustee Gail V. Ellinger recommended the road just be vacated instead of placing it on non-maintained status, as this is what Mr. Sprague stated he would prefer at the last meeting and that he thought it had already been vacated as per some paperwork he had in his possession dated May 7, 1971. Copy attached to March 8<sup>th</sup> minutes.</p>
<p>The County Engineer’s office had left a voice message on Mrs. Ellinger and Mrs. Russell’s phones this date but neither received the messages in time to return the call.  Mr. Baird from the engineer’s office did not present himself at this meeting, nor did he leave an after office hours phone number to be contacted, however he knew the trustees were meeting on this item this evening. A discussion followed as to if he had some new information regarding this issue or what.  The Board decided to go forth.</p>
<p>Mr. Stephen Wolfe motioned to petition to proceed to vacate our portion of Meister road seconded by Mrs. Gail Ellinger.  Voice vote on the motion was by voice: Wolfe – Yes, Ellinger – Yes, motion carried.</p>
<p>Trustee Tim Claypool has now joined the meeting already in progress.</p>
